Whilst not specifically issued to any single branch, it's USMC that I've seen most commonly, especially when it comes to the artwork. Often these were decorated in the early postwar China and Japan, and I expect this is one of those. An incredibly simple garment with a cotter gaberdine outer and alpaca lining, designed to be worn close to the chest under another coat. The artwork on this is absolutely outstanding. Whilst faded, it clearly shows a very details Geisha, and the kanji at the top mean "Yokosuka", the site of a US Navy and USMC base established in Japan after the war.
Condition
This is in worn but solid condition. There are some areas of wear and a repair to the shoulder. The zipper works perfectly well, and the lining is still very thick and full.
